At a time of heightened geopolitical volatility and systemic competition, the Western Balkans and the wider Black Sea region stand at a critical juncture for Euro-Atlantic security. Among the outstanding issues we wish to focus on the information environment. The accelerating transformation of this domain - further amplified by the rapid diffusion of artificial intelligence - raises complex and interrelated challenges for democratic governance, societal resilience, and strategic stability.

In this framework, the High - Level Conference will provide a forward-looking platform for exchange on:

• the evolving role of NATO and the European Union in supporting regional stability and resilience;
• the implications of hybrid threats, cognitive warfare, and FIMI dynamics in the AI-enabled information space;
• the protection of democratic institutions and the strengthening of information integrity.
